The new Dairy Complex at Cadell Training Centre represents a landmark development in both correctional rehabilitation and sustainable dairy farming. Completed in two stages over 15 months, this state-of-the-art facility replaces the outdated dairy and introduces innovative systems designed to enhance production capacity, product quality, and opportunities for inmate rehabilitation.
Housing a herd of 290 cattle, the facility now produces 1,800 to 1,900 litres of raw milk and 900 kg of cream weekly. This milk serves South Australia's correctional system, supplying Adelaide Women’s Prison, Mobilong Prison, and Port Augusta Prison, while excess product is distributed to local businesses. Additionally, milk is donated to charitable organizations like the Hutt Street Centre and the Rotary Club of Waikerie, underscoring the community impact of the project.
The complex’s design includes dual-function milking and bottling systems, an industry-first for the region. Inmates trained through CTC's Certificate II in Pathways to Construction program played an essential role in the facility’s construction, gaining valuable skills that support their reintegration into society. Over 40 inmates contributed to the project, with many also employed in the facility post-completion for tasks such as milking cows and processing milk.
Stage 1 of the project focused on the construction of the new dairy production facility, which began in November 2022, while Stage 2, completed in March 2024, involved the demolition of the previous dairy facility. Specialised dairy contractors, biosecurity measures, and careful coordination of logistics ensured the project’s success despite challenges, including flooding from the Murray River that temporarily disrupted access routes.
As part of the South Australian Government’s commitment to reducing recidivism, this project provides inmates with critical employment opportunities and life skills that aid in their rehabilitation. The initiative has also created job pathways in the local community, with several former inmates offered employment by trade contractors after their release.
The Cadell Dairy Complex not only boosts local milk production and supports regional business growth but also plays a pivotal role in the rehabilitation of prisoners, creating positive societal impacts while addressing the needs of South Australia’s correctional facilities.
